STALLHOLDERS CONDITIONS & BOOKING INFORMATION FOR
THORNTON HOUGH SCARECROW FESTIVAL 2005

1. BOOKINGS for space must be made on the enclosed form, which calls for
full details of the nature of your festival stall. Receipt of the completed
booking form and payment does not guarantee allocation of a site. The
Festival Committee reserves the right to accept or refuse any booking. Any
such refusal and return of monies paid by the applicant shall be deemed to
finalise the contract. No sub-letting or transfer of sites or part of a site
is permitted. The Festival Committee reserves the right to veto any exhibit
or part thereof at any time during the show. Bookings are for 1 day only.

2. CHARITIES only, may book for the concessionary charity site rate. All
such bookings will be subject to scrutiny by the Festival Committee, and
their decision will be final. The Registered Charity Number must be given on
the Booking Form.

3. RAFFLES or DRAWS may be run by registered charities only, but must be
approved in advance by the Festival Committee. With such approval, the sale
of tickets must be confined to the allocated site. AUCTIONS are not
permitted.

4. TOMBOLA & LUCKY TICKET operators are not permitted without written
authority from the Festival Committee.

5. STALLHOLDERS may not offer ANIMALS including fish as prizes.

6. PRODUCTS other than those detailed on the booking form may not be sold
or displayed without prior acceptance by the committee.

7. OCCUPIERS of covered sites or marquees must provide their own fire
extinguishers.

8. STALLS on open sites using cover in the event of inclement weather
must ensure that any covering materials used are fire retardant

9. MAINS ELECTRICITY is not available on site, generators may be
permitted, proposed generator usage should be noted on the booking form.
Stewards are empowered to close down generators If the noise is deemed
excessive. Generators must not be located in tents or other covered sites.

10. HEALTH and Safety Regulations and Trading Standards Legislation must
be obeyed.

11. STALLHOLDER signs must be prominently displayed on each site clearly
showing the stallholder¹s name and address.
This sign must be provided by the stallholder and must not be obscured
during the festival.

12. LOUDSPEAKERS, AMPLIFYING EQUIPMENT and RADIO MICROPHONES must not be
used on any site without prior approval being obtained from the Festival
Committee.

13. DOGS except guide dogs for the blind will not be permitted on the
Green unless part of a display and under control.

14. A competent person over the age of 18 years must be responsible for
any equipment at all times.

15. STALLHOLDERS are responsible for the security of their exhibit and
the Festival Committee will not be held responsible for any theft, damage or
injury caused to the exhibitor or his property. Stallholders must inform
their own insurance companies that they are exhibiting at the Thornton Hough
Scarecrow Festival and ensure that all aspects of their liability are fully
covered. Public Liability insurance must be Included.

16. THE GREEN will be available to Stallholders from 6.00am on Saturday
2nd July 2005. Stallholders or site erectors should report to the Festival
Control Centre with their site reference Identification BEFORE proceeding
onto The Green.

17. HOURS of BUSINESS for Stallholders are between 10.00am and 5.00pm. It
is expected that all stalls be open during these times. Non essential
vehicles should be removed from the Green by 9.30am, and will not be
permitted to return until after 5.30pm

18. TIDINESS at each stall shall be the responsibility of the occupier of
the site. Stallholders should supply an adequate number of rubbish bags for
their own use which should be removed by themselves. At the end of the
festival each stallholder shall leave his or her site as it was found.

19. EXPULSION from The Green of any stallholder by the Festival
Committee, without refund of any fees paid, will occur on advice from the
Police or Trading Standards Officers, if it is shown that the stallholder
has been or is acting in a manner causing or likely to cause injury, offence
or nuisance to members of the public or other Stallholders.

20. STALLHOLDERS must strictly adhere to SITE POSITION or location once
allocated.

21. SITE MEASUREMENT limits with a pitch width of 4M per site are
strictly enforced. Stallholders may book more than one pitch. Tow bars,
framework and awnings etc. must not project outside of the site limits.
VEHICLES or CARAVANS that do not form an essential part of the actual
display must be removed from the site to an appropriate car park by 9.30 am.
Vehicles must not move to or from The Green before 5.30 pm.

21. NO MONIES will be refunded after 1st May.

22. ANY QUERIES or requests for clarification must be addressed to the
Chairman of the Thornton Hough Scarecrow Festival Committee in writing.

23. PLEASE NOTE: WIRRAL BOROUGH COUNCIL STIPULATES THE FOLLOWING
CONDITIONS. Powered equipment will normally require an inspection
certificate, which will be needed on the day. Other mechanical equipment
will be required to have appropriate evidence of safety. All Food
stalls/vehicles must comply with the Food Safety Act 1990 and Food Hygiene
Market Stall & Delivery Vehicles Regulations 1966. Passenger carrying and
other amusement devices must comply with the Health & Safety Executive's
Code of Practice for Fairgrounds and Amusement Parks.
